Seal Registration (Inkan Toruko)An Inkan or Hanko is used in Japan in the same way as signatures are in other countries and the seal registered at the City Hall is called a "registered seal" (Jitsuin). An official registered seal (Jitsuin) is required when buying a car, house or some other valuable items.
A person who holds a Resident Card can apply for a seal registration (Inkan Toroku) at the Resident Registration Division (Shimin Ka) of your city or town office. Only one seal may be registered per person. The seal used for registration must be handmade and should not be produced by a machine. When you register your seal (Inkan), make sure the name of your seal (Inkan) is written in Roman alphabet, Katakana, or Kanji. If you want to register your seal (Inkan) in Kanji, the Kanji should first be registered as your name first. That’s why you will be required to bring something like a bank book, salary receipt, or receipt from electricity or water bill etc., in which the name appearing is the same as the name you wish to register for your seal, thus proving that this name is registered to you. The fact that you use the kanji seal everyday is not enough. Once you register your name seal, the Seal Registration Card (Inkan Toroku Sho) will be issued. There is app ¥300 charge for this. When you want to apply for the “Certificate of Seal Registration (Inkan Toroku Shomeisho)”, show your Seal Registration Card and fill out the application form (name, address, date of birth). There is a ¥300 charge for each certificate issued. Change of address:When you move into Numazu from other municipalities: you must register your name seal again. Additionally, you can’t register your name seal on the same day you move into Numazu. Moving within Numazu city: Bring your new address to the City Hall to change the address (Jusho Henkou). When you move out of Numazu: your name seal registration will be automatically cancelled. Seal Registration Card (Inkan Toroku Sho)To apply for the Certificate of Seal Registration (Inkan Toroku Shomeisho), bring your Seal Registration Card (Inkan Toroku sho) to the City Hall and fill out the application form (address, name, and date of birth). It’s not necessary to bring your registered seal (Jitsuin).
If your representative brings your Seal Registration Card (Inkan Toroku sho), a power of attorney is not necessary. You or your family members who are in the same household with you can receive the certificate of seal registration in the following 12 municipalities within the Sunto region of Shizuoka: Numazu-shi Atami-shi, Mishima-shi, Ito-shi, Gotemba-shi, Susono-shi, Izu-shi, Kannamicho, Izunokunishi, Shimizucho, Nagaizumicho, Oyamacho and Hedamura. The machine for issuing the certificate of seal registration (Inkan Toroku Shomeisho) in the library is not available for foreign residents. If you lose the Seal Registration Card, you must inform the City Hall immediately. The Seal Registration Card (Inkan Toroku sho) must be returned to the City Hall in the following cases: changing residency to another city, canceling the seal, and death. Anyone possessing this card (Inkan Toroku sho) can receive the Certificate of Seal Registration (Inkan Toroku Shomeisho) at the City Hall, so guard it carefully. |

Birth Registration (Shussho Todoke)If both parents are foreigners, their child born in Japan cannot obtain Japanese nationality.
To register the birth at the city hall: bring the birth certificate (Shusshô Shomeisho), issued from the hospital where the baby was born, to the Resident Registration Division, City Hall (Shimin ka) with the following documents:
A person who is enrolled in Social Health Insurance (Shakai Hoken) can submit to his/her company a copy of the certificate of birth registration (Shusshô Todoke no Shomeisho) issued from the City Hall after baby registration. If you need the certificate of birth registration (Shusshô Todoke Shomeisho), you have to apply at the City Hall. A child must get his/her visa within 30 days of the date of his/her birth at Shizuoka Immigration Office. To apply for your child’s visa, bring your child’s certificate of birth registration, etc. with parents’ Resident card, Resident Certificate etc. to Shizuoka Immigration office.
